Time. I honestly think that time is the only solution for Idaho drivers problem without implementing government action. Don't get me wrong I'm not talking about more cops and tickets. Police patrolling the road and giving out tickets solve nothing. It doesn't matter how much you pay for a ticket, you're still going to do what you got pulled over for.
Back on topic. The only real thing that can fix the fact that Idahoans suck at driving is to even out the percentage of bad drivers with good drivers. Then at this point the bad drivers will start to learn how to drive correctly by observation.
The only other thing that could possibly help make Idaho drivers better would be to implement a driving test that they have to pass every 5 or 10 years or so. This would keep drivers updated on how to correctly drive: how to use the Two Way Turn Lane, when and where to use your blinker at the correct time, what the speed limit signs mean, how to let people in front of you who want to go faster than you without getting pissed off. Just the basics, you know? This will make each bad Idaho driver better, and take the unlearnable off the streets.
